In 1990, Congress passed the Americans with Disabilities Act, a civil rights law introduced by Iowa Senator Tom Harkin. In this program at the Byrd Center for Congressional History and Education, former Sen. Harkin explores the history of laws that have impacted Americans with disabilities as well as several key Supreme Court cases. He also talks about the eugenics movement of the late 19th and early 20th centuries which led to the compulsory sterilization of thousands of Americans with disabilities.
